Trading of Surplus Wind Powered Electricity from Northeast to North China

With the publishment of Temporal Organizing Method of Surplus Wind Powered Electricity Trading to North China From Northeast China, the market mechanism of surplus wind power trading was formally established. It was estimated that in 2013 4 billion Kwh more wind powered electricity would be integrated since then, which was expected to alleviate the limitation to wind power integration in Northeast China to some extent.
   Based on equality and voluntariness, the Temporal Method involved the surplus wind power from Northeast to the electricity trading in North China by means of unilateral listing. The practice of this trading was to create 4 billion Kwh more wind power integration during main connecting limitation periods in 2013, which would possibly reduce the demand of coal by 1.32 million ton, sulfur dioxide(SO2) by 14.4 thousand ton and carbon dioxide(CO2) by 3 million ton.
   With joint effort from Electricity Regulatory Authority of Northeast China, grid companies and wind power corporations in Northeast areas, the first surplus electricity trading from Northeast to North China was carried out successfully. The 500 million Kwh wind powered electricity traded this time was surplus from Northeast to North China on February of 2013, which was expected to reduce the demand of coal by 170 thousand ton, sulfur dioxide(SO2) by 1800 ton and carbon dioxide(CO2) by 370 thousand ton. This would not only achieve the goal of optimal allocation of resources but also played a significant role in energy saving. It was calculated that the trading would create a marginal benefit of over 200 million yuan totally to those electricity generation companies in Northeast China.
    Northeast China Grid Company took charge of the organization of the surplus electricity trading to North China. Later on the trading would be made a monthly practice following regulations such as Letter to permit the institutionalized and standardized operation of surplus wind powered electricity trading from Northeast to North China by the State Electricity Regulatory Commission and Temporal Organizing Method of Surplus Wind Powered Electricity Trading to North China From Northeast China by Northeast China Bureau of State Electricity Regulatory Commission.
